Marcie Gragg admits to Council she broke the law…
WOW, those Council meets are interesting…
Now for the facts, it seems Marcie found a sick cat and took in and tried nursing it back to health…
So far So good RIGHT????
Not so fast, seems we have a two cat limit per house hold, and she already had two at home…
Has the statue of limitations ran out on this crime?
Does she have a good mouth piece, is she going to need bail money???

No don’t get excited yet, seems as if the rescued pussy cat didn’t work out and has moved on….
Personally I think when “people pick up stray cats on the side of the road and take them home, if U had left it alone, it would have returned to its OWN home.”
Point is Marcie, with probably 40,000 other people in Indep had no idea she was breaking the law.
It would be funny er… if the Council hadn’t spent half and hour and the best efforts of at least a dozen people, trying to decide whether the law should be 2 dogs & 2 cats, or 3 & 1 or 1 & 3, or 4 & 0, or 0& 4 and after about 20 minutes of this I really got nauseous realizing how much time and $ has been spent on this….
How about U can have 4 pets.
U decide whether its dogs, cats, turtles or mice, or birds or snakes, fish equal as many as U can get into a tank, and U can’t let them play in your neighbors yard…
Makes for good TV, they beat out Big Bang here in the bowl, but what a waste….

If it is true that the Council recognizes needed changes, maybe they should look no further than the two men who sit and face them on Mondays...

Oh Renee, I love how you love to run your mouth.

It's great that you attack Lucy Young for having 15 dogs or 10 dogs or 200 dogs or whatever, yet you would go to Bogarts on the nights you were supposed be home from City Council meetings because of the fact that you were on disability. What, too weak to go sit on your rump for several hours, yet you could go get your drink on?

Renee, there's a reason why people love and respect Lucy but loathe you. Lucy stands by her principles and follows the rules. From knowing her late husband, I know that her and her daughter ran a small animal rescue, and had the paperwork from the State of Missouri that made it completely legal. I also know that you weren't happy with her when she, among other members of the council, wouldn't vote to increase the retirement package that your boyfriend would be getting. I also thought there were city bylaws that stated that employees couldn't date their direct or indirect superiors, and you would have been an indirect superior because of his position in the fire department and your position on city council.

You know the old saying "those who live in glass houses shouldn't cast stones", right? Maybe you should live by those words.

I don't think we have agreed on many issues, BUT..... You said it better than anyone could have! I'm glad someone else sees what she has done. She has put herself higher than anyone even while she was on council. I remember one council meeting she was so ticked off at the Mayor , she said something like ...... If you don't want me to say something in front of all these people then lets go back in chambers to discuss what ever had set her going. I never seen anyones face turn so red. How about the time she was out getting signatures with Kathy C. on Noland road when the pit bull thing was going on. I can say that Lucy Young has always stay netural in what ever matter was going on. She stands up for what she knows is wrong.

I'll be honest and tell you that there will be some things that we won't agree on. However, that's what makes this country great and why I love the blogs like these. Now, this is the first time I've posted, but I've read a number of things you've posted and I'd say you hit the nail on the head more than half of the time.

A lot of people around town are breaking this law. But as long as they are resposible owners and take care of the animals they have. I have no problem with them having all and whatever kind they want. Now kids are another story all together. They seem to need a limit. Because I have seen more kids than animals out of control in this town. LOL

I like the kid limit thing...

Marcie Gragg broke the law

Hooray for Councilmember Marcie Gragg admitting that before she was a elected Councilmember she was unaware of the City ordiance and broke the law. I admire her honesty. She has shown how citizens can make honest mistakes and shown she is honest. On the other hand Councilmember Lucy Young I know for at least a year has fifteen (15) dogs in her house and knows she is breaking the City ordinance but chooses to continue to do so. I have no respect for someone who thinks they are above the law because they are in office what are your thoughts?

that Renee wouldn't post something like this. She is good at pointing out others short coming. Shes great at pointing out the "law" that she thinks others are breaking, but NOW if it was on the other foot she would defend it to the end. She can't be wrong,not Renee. She wouldn't even think or go near thinking on breaking the law. Shes just can't seem to get over the fact that NOTHING she can do will get Lucy Young in trouble, because Lucy isn't BREAKING any LAWS!! Maybe the things that have been pointed out on here that Renee has done is just a little to much for her liking that we citizens of Independence knows what she has done and what she will do to get others in trouble. It keeps Renee on the "happy side" of life to make others miserable. I wonder what she will post next. Shes always good for a laugh. I laugh at all the stupid b.=**shat she post. I guess I owe her a thanks for that.

I really don't care if Lucy Young is breaking the law regarding pet limit. She is one of the few council members the pet owners can rely on. As long as she takes care of the animals what concern is it of yours. It is not like she is a ax murderer. By the way, didn't you get voted out? I don't believe she thinks she is above the law. And really we only have your word on it right?

Lucy Young isn't

Breaking any laws. Lucy has all the paper work she needs to handle her pets. Rather it is for fostering her animals, or having a kennel license she is covered.
Lucy is the only council member that us pet owners can rely on with any problem we have in the ordiances that are out here concerning our pets.
Lucy is totally legel in her pet area that is a sure thing.
When it comes to the pet limit well I think that as long as a person can take care of their animal,or animals then we should beable to have as many as we want.
If and as long as that person can feed ,take it to the vet, and shelter their animal like it should be.

Pet Limits

I am all for the 4 pet limit, but would like to see it changed to whatever pets you as person chooses. I urge anyone who agrees to contact the council to amend the law. We have plenty of codes/laws in force to cover any "problems" that may arise. Examples: Barking dogs ordinance, At large ordinance, home, yard codes and viscious dog ordinance. It should be our choice which pets we would like to keep, 4 cats, 4 dogs whatever. As for wasting $ discussing the change, it shouldn't take long to decide to amend the law. Unfortunately some council members make mountains out of molehills. As a pet owner, the laws regarding pets are important to me, an Independence Resident. Thanks for listening.

With the whole limit of two? My neighbor has an entire shed and house full of cats and they come over here to use the bathroom, eat my dogs food and sleep in their dog houses. The problem with all of this is that once another animal is in their domain they won't go in it, then you get yelled at by the neighbor for it. Like I told my neighbor keep your animals out of my yard and they would gladly lay in their own dog house.

They know....

Animal control knows and they do nothing about it for the fact that most of them are in the shed out back and considered strays. I gave up 5 years ago with him and I just don't let it bother me anymore. The only thing that bothers me about it is when the neighbors walk in my backyard to take pics of my animals when they lay on the deck. When the dogs know they are there, they run them off and I just deal with it with a laugh. I have a thing now that I'm going to post that states "my dog can make it to the gate in 3 seconds can you?" Craig loves it and I paid ten bucks for it...... LOL

There is a huge difference

There is a huge difference between cats and dogs. You can build fences to keep the dogs in but if the owner lets their cats out, there is no barrier that will keep them in the yard. Cats do not want to litter up their own yards so they go next door and dig up the neighbors flower gardens to do their business. If the cats are inside cats I could care less how many the neighbor has, until the house starts stinking up the neighborhood. The lady that told her sad story at the council meeting obviously does not have inside cats or her neighbors would not have complained to Animal Control. Ignoring the law on pet limits until you get caught does not negate the fact that you have been breaking the law all those years and now you need the law changed because the cats are too old. Let her keep the 3 cats but she has to keep them in her house 24 hours a day and cannot replace any that pass away.
Now I know there are bad dog owners too. I have one that lives behind me. She had 4 dogs. She works nights and would leave the window open when she was gone so they could come and go. They barked all the time. Two of them were diggers and would dig under our common fence and then chew the fence pickets until they got in my yard and then chew their way out the front of my fence. She had pilled rocks and other trash up against the front of her fence where they had chewed thru it to keep them in. So they used my yard to escape. I called Animal Control on a weekly basis for a year and a half and the city just got rich on all the fines and never made her get rid of any dogs or made her pay to repair my fence. She would just go to the city office and pay the fines and never had to go before the judge. I finally had to take off work and show up in court to keep her from bypassing the courts and continue to violate the law. After that she is down to 2 dogs, that I know of, and other than some barking no more problems.
I can only hope that the fact that this lady is worried about losing one of her cats that the Animal Control dept has started enforcing the laws on the books. I also agree that allowing 2 cats and 2 dogs is silly. There is no reason that anyone living in a city needs more than 2 pets of any variety. I do not consider fish, turtles or snakes in the count. If you need more dogs or cats you need to live in the country.
I do feel sorry for the pet owners that have gotten THEMSELVES in this position of breaking the laws. I have one dog and know how attached to them you get. But they cannot expect the laws to be changed to fit their ideas at the expense of the rest of the cities population.
Sorry Minnoe, cannot back you on this one. It is a city problem and the council needs to discuss it. Just like the citizens need to make their feeling known to their council person so they can make an educated judgment on the outcome.

My feeling is 2 pets total. 1 cat and 1 dog or 2 cats or 2 dogs. And keep them in your yard and do not allow them to bark all day and night. You need to have an IQ higher than the animal to be a pet owner and we have lots of them in our city where that is not the case. Maybe that is the answer. IQ testing! :)

The good news....

Like I said I own 2 dogs and if they do more than 3 barks I look to see why, if I see nothing I tell them to shut up. Now, if I see something depending on the situation I let them bark. I had a cop doing homeland security drills over here at the Truman Library (or so they say), and he came in the back yard so I let the dogs go after him. I didn't know at the time he was a cop until my hubby took off after him, because we thought he was trying to break in. Then, I had a pitbull mix that charged my son and my german shepard-bull mastiff mix went after the bull mix. Other than that they are not allowed to bark for the fun of it.
I don't know anyone in my situation that wouldn't turn their dogs loose at those two points!!!

Animal control is a mess the woman running it is a joke, even her drivers tell people she is a joke.
I had a Cat for a long time, Siamese, and guy moved in didn’t like me, took it out on the cat ,tried to kill it twice.
Animal control attacked me…
The law on the books says cats are free range, they don’t get tickets like dogs…
I gave the cat away so she wouldn’t get hurt but AC was no help, nor the Police.
Your last Paragraph hit it though, you should have to prove your smarted than your animals…
1 or 2 or 6 or 10 it wouldn’t matter if you’re a good pet owner…
For what we have to deal with 1 or 2 would be the limit for most to handle in a responsible way….
You should watch the video of the meeting if you haven’t seen it, peacock suggest giving the dogs eye test to prove they are disabled… it was funny but what a waste of time…
Were going broke, building apts no one will be able to rent, loosing jobs, cutting back on Bus service, and $60 million for and event center still on the books, that we will pay out for 30 years, and they waste an hour talking disabled dogs & cats and waviers????
